    ALL TEAMS NEED TO BE PREPARED TO PLAY 15 MINUTES PRIOR TO THEIR SCHEDULED TIME....GAMES WILL START EARLY!!!!!!!!
    1. This is an OMHA sanctioned tournament in which OMHA and OHF rules apply. An OMHA representative will be available during the tournament to answer any questions regarding OMHA policies and procedures.
    2. This is a non-contact tournament for U13 divisions and below.
    3. Suspension rules used for the tournament will be the same as found in the OMHA Manual of Operations. It is the offending team’s responsibility to ensure that all tournament suspensions and carry-over suspensions are adhered to. Violations during the tournament will result in the forfeiture of the affected games. The Tournament Committee will assist if there are any questions or clarifications regarding rule and suspension interpretations.
    4. Each team will carry home and away jerseys. Home will wear light and visitors will wear dark. In the event of a conflict, the home team will change sweaters.
    5. A member of the coaching staff must report to the arenas’ tournament office to complete a game sheet prior to each game.
    6 Only carded persons are allowed on the bench. Each OMHA team must have a carded trainer.
    7. There will be a 3 minute warm-up prior to each game. The clock will start the warm-up when the first team steps on the ice.

For U15 and U18   Top 2 teams in each pool advance to semis on Sunday.  
    Tiebreakers listed below. Wins = 2 points    Ties = 1 point
    FOR SEMIS AND FINALS ONLY Overtime is 5 minutes of 4 on 4.  If no winner, best of 5 shootout.  If tied after 5 shooters, pick one player at a time and it is sudden death shootout.  Cannot repeat shooters until all players have been used. 
    9. It is common to have coaches and/or parents approach the Tournament Committee protesting a suspension penalty issued by a referee. It must be emphasized to all coaching staffs and parents that the Tournament Committee cannot and will not overturn any penalty issued before, during or after a game regardless of the circumstances. The suspension appeal process can be found in the OMHA Manual of Operations. The tournament referees are not affiliated to the St Thomas Minor Hockey Association. They are their own organization.
    10. Parents and guests are the responsibility of the team. Inappropriate parent or guest behavior towards the competing team, any children, referees, coaches, arena staff, tournament staff, OMHA staff and/or other parents may result in the expulsion of the team from the tournament. Assistant Conveners will be present at each game to monitor behavior.
    11. All tournament games must comprise 3 stop time periods scheduled as per OMHA Regulation 10.2a) & 10.2b). However when any team is ahead by five or more goals in the third period the tournament will utilize ‘straight time’. Any penalties, during this time, will be running time, minor penalties will be 3 minutes in length. In this situation the game will proceed under ‘straight time’ unless the gap is reduced to three goals, at which point the clock will revert back to stop time. The only time the clock would be stopped during time is if an on-ice injury should occur.
    12. In the Semi-Finals or Finals, the home team shall be the team with the most points during the round robin. If 2 or more teams have the same number of points, the tie breaking rules below shall apply. The Wildcard Team cannot be the home team in the Semi-Finals or Finals.

    B ‐ Goal %Highest % as calculated by: Goals For / (Total Goals For + Against)

    THREE (3) OR MORE TEAM TIE BREAKING RULES This will determine the placing for all the top (tied) teams:
    A ‐ Goal %Highest % as calculated by: Goals For / (Total Goals For + Against).
    B ‐ Highest Plus Minus (+/‐) Calculated as: Total Goals For – Total Goals Against. If 2 teams remain tied, the 2 tied teams proceed to Two Team Tie Breaking Rules above.-If 3 or more teams remain tied, the 3 teams remaining tied move to tie breaker C.
    C ‐ Fewest Goals Against-If 2 teams remain tied, the 2 tied teams proceed to Two Team Tie Breaking Rules above.-If 3 or more teams remain tied, the 3 teams remaining tied move to tie breaker D.
    D ‐ Least Penalty Minutes (Including 10 minute misconducts)-If 2 teams remain tied, the 2 tied teams proceed to Two Team Tie Breaking Rules above. If 3 or more teams remain tied, the 3 teams remaining tied move to tie breaker E.

    2024 Tournament Rules/Information

    All Hockey Canada, OHF & OMHA rules apply as per the most recent Manual of Operations or additional issuance of bulletins. Additionally, any laws, rules, and regulations from Provincial, Municipal or Town authorities will be adhered to especially with regards to Public Health and Safety matters.


    General Tournament Rules & Information

    • The Pelham Regional Silver Stick Tournament reserves the right to use a four man officiating crew for any U15 or U18 games during the tournament, but is not guaranteed to do so.

    • If a jersey colour conflict is determined to exist, teams should use their secondary jerseys when possible. Home teams would get first choice if a conflict is still determined to exist. Generally home team will wear light/white, and visiting team will wear coloured/darker jersey.

    • The use of air horns or sirens is strictly prohibited at any game in any arena.

    • Game pucks for all games will be provided by the Tournament.

    • Starting with the 2021 Tournament season, new REFUND POLICIES have been developed as per

      OMHA regulations and were submitted to and approved by the OMHA as part of the Tournament

      Sanction Process. Please see our Refund Policy which is located at the bottom of the rules document.

    • All public health rules in effect for the Meridian Community Centre and/or Vale Centre will be strictly

      adhered to by our Tournament participants and patrons.

    • For OMHA Teams - The mandatory use of a mouth guard product - for each player participating in

      an OMHA game he/she shall at all times while engaged in play on the ice surface, wear an intra-oral mouth guard that conforms to the specifications set out by the OMHA. All teams outside of the OMHA, are encouraged to comply with this rule.

    • The Tournament Director reserves the right the make ALL decisions regarding tournament rules, regulations or protests during game days of the tournament as situations arise during competition or in situations that are determined to be specialized, non-planned or unique in circumstance including but not limited to weather situations, game changes of location or time, electrical outages, injuries or spectator issues.

    • Change Rooms – All Change Rooms are expected to be cleaned by Team Officials after each use at any arena.

    •  At the time of Game Sheet completion prior to the start of each tournament game, each team will be provided with an assigned change room key. Note – the Tournament reserves the right to institute a “Personal Valuable for Change Room Key Policy” (i.e., keys for keys). Upon completion of each tournament game, a representative of the Tournament will retrieve the assigned key from a team representative. Note – both the interior bathroom/shower door and the main change room door are required to be locked with the assigned key for the change room to be secure).

    • Four dedicated FEMALE change rooms, with available valuables lockers, at the Meridian Community Centre (as well as dedicated rooms at the Port Colborne Vale Centre) will be available for the duration of the tournament. In addition, one Gender Neutral change room is available at the Meridian Centre (arrangements will be made at the Port Colborne Vale Centre if required – please advise the Tournament at your earliest opportunity if required for a player(s) on your team so that arrangements can be made in advance).

    • Note – due to the number of teams/games being played at the Meridian Community Centre, sharing of both Female and Gender Neutral change rooms between players on teams may be required. As such, the Tournament advises Coaches/Team Managers to instruct players using the dedicated Female Rooms to bring their own personal locker lock. Alternatively, it is advised that any players using these change rooms may bring their personal belongings to the team’s assigned change room prior to the start of their game.

    • Home Team determination for Semi-final and Championship Games: In the semi final games, positions have been determined based on placing as to which game winner will face whom - in keeping with the typical play down cross over round robin based result format. Lower seeded teams may in fact become the home team for a game. This is pre-listed on the schedule and will remain so no matter which teams win during round robin play.

    • However, for the Championship games, the team with the highest ranking (based on the round robin results plus if required the tie breaker rules being applied) will be determined to be the home team for the championship game. Tournament Director’s decision is final.

    • CHAMPIONSHIP GAME AWARDS:
    • Each team who wins a Silver Stick Division Championship will receive a Silver Stick Champions banner from Silver Stick International and the Pelham Regional Silver Stick Tournament. This team will also receive their official invitation to the Silver Stick Finals Tournament.

    • Each team in the finals will also receive a medal for each player.

    • Note – Upon completion of each Division Championship Game and Tournament Awards Presentation, teams will be granted 5 minutes on-ice photos. Only 5 minutes will be allocated so that we can maintain our scheduled ice times and start times.

    • AT NO TIME WILL FAMILY MEMBERS OF PLAYERS BE PERMITTED ON THE PELHAM MERIDIAN COMMUNITY CENTRE ICE FOR PHOTOGRAPHY AFTER TOURNAMENT GAMES

    • Penalty Notes - Any player receiving a major penalty for fighting, or any match penalty or gross misconduct, shall be suspended for the remainder of the tournament. Any player receiving two major penalties in the tournament will be suspended for the rest of the tournament.

    • Any player, coach, manager or trainer found to be making a travesty of the game shall be expelled from tournament play. There will no appeal process for a travesty penalty.

    • Any player, coach, manager or trainer found to be abusive toward ANY TOURNAMENT OFFICIAL, PARTICIPANT OR VOLUNTEER will be expelled from further tournament participation. Further, any attempt by any team official, player or parent to verbally or physically intimidate any game official, tournament participant or tournament volunteer will result in expulsion from the tournament of the entire team. The final decision regarding expulsion will be made by the Tournament Director and will not be negotiable once made.

    • Rosters - Approved OMHA or ALLIANCE HOCKEY certified rosters will be required as proof of the players’ eligibility. These rosters must be presented to the Tournament Director prior to November 22, 2024 - electronically submitted via your team’s online portal on the Silver Stick Tournament website. No player will be allowed to play without such evidence of eligibility. Only players listed on the official team roster submitted prior to the team’s first game of the tournament will be allowed to participate in the tournament.These rosters must also be available and / or if updates occur, presented to the Tournament Director/On- Site Tournament Convenor before your first game at the arena on opening day and these will be checked. No player will be allowed to play unless they appear on the approved player roster. PLEASE DO NOT ASK IF A PLAYER CAN PLAY IF YOU CANNOT PRODUCE ANY OF THE ABOVE FOR SAID PLAYER – NO EXCEPTIONS WILL BE MADE. If a roster change is made after initial roster submission, the new roster must be forwarded to the tournament within 3 days.

    • No names are allowed to be added to your roster eligible to play in this tournament after the start of the first game of the tournament – which is 8:00am on November 22nd.

    • GAME LENGTHS and GAME INFORMATION

    • Game start - Teams must report to the dressing room thirty (30) minutes prior to their scheduled game time. All teams must be prepared to play 15 minutes in advance of scheduled times if tournament conditions permit. Teams unable to make the scheduled starting time shall forfeit the game.

    • Teams must remain in the dressing room area until the Zamboni has left the ice and the gates have been closed, and the Referees are present to permit the players to take to the ice. Teams must report to their bench at the conclusion of the game until instructed by the Referee to leave. DO NOT PUT PLAYERS ONTO THE ICE SURFACE UNTIL THE REFEREES HAVE SIGNALLED TO DO SO.

    • The Tournament reserves the right to start the games at the advertised time – even if the tournament play gets “ahead” of schedule. Each game will have a 3 minute warm-up period.

    • Game Lengths: ROUND ROBIN GAMES: U11 & U13 Divisions - Games are 10-10-10 minute periods, stop time. U15 & U18 Divisions - Games are 10-10-15 minute periods, stop time. SEMI-FINAL GAMES: U11 & U13 Divisions - Games are 10-10-15 minute periods, stop time U15 & U18 Divisions - Games are 10-15-15 minute periods, stop time. CHAMPIONSHIP FINALS: U11 & U13 Divisions – Games will be 10-10-15, stop time. A flood will be completed after the second period. U15 & U18 Divisions – Games will be 10-15-15, stop time. A flood will be completed after the second period. *Exception* If a team is winning by 5 or more goals with 5 minutes or less left in the 3rd period of any round robin game, the clock will become a run time scenario for the remainder of that game, or until the score returns to less than 5 goals differential. There is no run time in semis or finals.

    • Time outs - One 30-second time-out per team will be allowed only in the Elimination Games (Quarter- Finals, Semi-Finals and Championship games). There is no time out allowed in the round robin games.

    • Curfews - No curfews will be employed for any tournament game.

    • OVERTIME RULES TOURNAMENT ROUND ROBIN GAMES: No overtime to be played in Round Robin Games. SEMI-FINALS, AND CHAMPIONSHIP GAMES: Semi-Final, and Championship Games will have OVERTIME should the game be tied at the end of regulation time. (See section entitled Overtime Game Play Provisions). Overtime Game Play Provisions (As per Silver Stick International Tournament Standards (2016)

    • These apply to any game designated as an “Elimination Game” (Play In, Third Round, Semi-Finals & Championship Games).

    1. 1)  If there is a tie after regulation time in the play in a Semi-Final or Championship games, a sudden victory 5:00 minute stop-time period with 4 skaters vs. 4 skaters (with goalies) will commence. If the score remains tied after this 5 minutes, then teams will commence a 3 on 3 situation for 2 minutes of game clock time.

    2. 2)  When regulation time ends and the teams are 5 on 3, teams will start the overtime period 5 on 3. Once player strength reaches 5 on 4 or 5 on 5, at the next stoppage of play, player strength is adjusted to 4 on 3 or 4 on 4, as appropriate. The same theory applied to the 3 on 3 OT – a team cannot have less than 3 skaters on the ice – so if a penalty occurs, the team with the powerplay would be in a 4 on 3 situation.

    3. 3)  After the 5 minute sudden victory overtime period followed by the 2 minute overtime period, if the game remains tied, three (3) players (shooters) from each team (list of 3 shooters to be provided to Tournament Convener prior to each elimination game as part of the Game Sheet completion process) shall participate in a shootout. Each team will take three shots unless the outcome is determined earlier in the shootout. This will not be done simultaneously...but rather one shooter at a time. The HOME team chooses whether they want to shoot first or second.

    4. 4)  After each team has taken three shots, if the score remains tied, the shootout will proceed to a "sudden victory" format. No player may shoot twice until everyone who is eligible has taken a shot attempt (not including goalies). The rotation of which team shoots first will continue.

    5. 5)  All players are eligible to participate in the shootout unless they are serving a ten (10) minute misconduct or have been ejected from the game for any reason. Minor penalties carrying over to the overtime period or incurred during overtime will NOT disqualify a player from participating in the shoot out.

    6.  Ties in the elimination games will be decided using a shoot-out format. Coaches must submit a list of three shooters to the Tournament Convener prior to each Elimination Game as part of the Game Sheet completion process. These will be confidential.

      Division Set Ups for 2024 ... U11, U13, U15, U18
    • There are eight (8) teams entered for each division.
    • Teams will play three (3) round robin games in either Pool A or Pool B. Round robin games have important implications. Teams will accrue points as follows in their pool: two (2) points for a win, one (1) point for a tie, zero (0) points for a loss. Tie Breaker rules will be in effect (as listed below), if required.
    • The Semi Final Games will consist of first place from Pool A will play second place from Pool B and first place from Pool B will play second place from Pool A. The winners of the Semi Final games will advance to the Championship Game.

    This guarantees every team three (3) games.

    Tie-Breaker Determination Method

    In the event teams are tied in points at the end of the round robin, standings will be determined by the first of the following items to produce a winner.

    Tie-Breakers for Round Robin Play (As per Silver Stick International Tournament Standards (2016)).

    1. 1)  Total Points accumulated during Round Robin play.

    2. 2)  Head-to-head record between tied teams.

    3. 3)  Team with best record (most wins counts first) gains higher position

    4. 4)  GFA ** percentage of all games played within the Round Robin or Qualifying Round.

    5. 5)  Lowest total penalty minutes incurred in Tournament within the Round Robin or Qualifying Round

    6. 6)  Team that scored first goal in game between two tied teams

    7. 7)  Coin Toss.

    **How to determine a GFA Formula (GFA closest to 1.000 advances)
    Goals For + Goals Against = total goals; GFA = goals for divided by total goals. E.g. 25 + 15 = 40; GFA = 25/40 = .625

    ENTRY FEE REFUND POLICY

    The Pelham Minor Hockey Association and/or Pelham Regional Silver Stick Tournament will offer partial refunds of fees paid to any team who withdraws within 30 days of tournament start
    date. Refunds will be issued based on Tournament Committee replacing the withdrawing team with another team. Should the Tournament Committee find a replacement team, the difference in Entry Fee charged to the replacement team (not to exceed 50%) will be deducted. Should the Tournament Committee not be able to replace the withdrawing team, then the entire fee paid will be

    withheld. There will be an $75.00 admin fee deducted from all withdrawals. All refunds will be issued by cheque and made payable to the individual/entity who paid the entry fee. Please allow 4-6 weeks after tournament for refund to arrive.

    Please be reminded that Silver Stick is a Regional Tournament and your team must register according to the boundaries set forth from the Silver Stick Committee.  A release is required from your regional centre prior to attending a Silver Stick tournament not within your region.

    Our tournament will be run as follows:

    All games will be played at Meridian Community Centre in Fonthill or Seymour Hannah Sports and Entertainment Centre in St. Catharines. 

    All U11 A and U13 A games will be a 10-10-10 format. All U15 A and U18 A games will be a 10-10-15 format. 

    Each Division will be run in two pools with each pool having four (4) teams in each division.

    There will be a three (3) game round robin for each pool. 

    Teams will be awarded two (2) points for a win, one (1) point for a tie, and zero (0) points for a loss. 

    The first and second place finishers in each pool will advance to the semi-final.  The team finishing in first place in one pool will play the team finishing in second place in the other pool.

    The winners of each semi-final game will play for the Division Championship.

    PLEASE NOTE: Teams will be expected to be ready to begin tournament play on Friday November 22nd for the morning session. We will be starting games at 8:00am. Do not enter the tournament if your team is not able to play in the morning session of November 22nd. We will not be accommodating teams who require an after 12:00pm game start time.

    ACCOMMODATIONS: The tournament will be providing teams with hotels through Sportsheadz. This option is available in your self-management portal. 

    Prior to the tournament, teams MUST provide a Hockey Canada Roster & Travel Permit. This can now be uploaded in your self management portal on this website. ONLY Players and Team Officials on approved Hockey Canada Rosters will be permitted to participate. No exceptions can be made.
